The second scientific meeting regarding the works of the martyr Haj Qasem Soleimani was held with the title "Cultural, political and social contexts of the formation of ISIS and its activities" on June 13, 2023 and with the presence of Abbas Ali Kodkhodaei, advisor to the Minister of Foreign Affairs and the head of the special committee for legal and international follow-up of the assassination case and the martyrdom of Haj Qasem Soleimani, Khalil Shirgholami, research deputy of the Institute For Political And International Studies of the Ministry of Foreign Affairs, and some officials of the Ministry of Foreign Affairs and researchers.

In this meeting, the actions of the follow-up committee on the martyrdom of Haj Haj Qasem Soleimani were investigated in different dimensions, and then the factors of the formation of ISIS were discussed. In this regard, it was emphasized that in the West Asian region, the colonial governments, including the United States, intend to interfere in the affairs of this region. During 2001 to 2003, changes took place in the region and political vacuums were felt in the region, and during this period, Takfiri rebel groups and extremism grew in the region, and America tried to take advantage of these conditions.

After these changes, with the emergence of ISIS, many parts of Syria and Iraq became available to this group, and Iran's national interests were also threatened. The people of the region were caught by Takfiri groups, unfortunately, the crimes of these groups were committed in the name of religion. However, with the measures of Iran and the perseverance of Martyr Haj Qasem Soleimani, the evil of these Takfiri groups was removed from the region in a short period of time.
