The meeting of examining the capacities of international law to deal with insulting religions with the presence of a group of senior experts from the Institute for Political and International Studies and with the speech of Mr. Dr. Fereydoon Jafari, Dr. Mohsen Qanei and Hujjat al-Islam Mohammad Saeed Bahmanpour on July 31, 2023, at the Institute for Political and International Studies of the Ministry of Foreign Affairs.

Considering the increase and expansion of the wave of Islamophobia and the hurting of the feelings of two billion Muslims around the world, it is necessary to find and discuss ways to deal with it, to use the mechanisms of human rights and international law, including holding domestic and international conferences in the level of Islamic countries and the world.

In general, reactions to such events can be defined in five cultural, political, social, economic, and legal dimensions at national and international levels. Due to the issue's importance, the following four axes were studied and analyzed. In the end, the participants stated suggestions and solutions:

Does international law (including international customary and treaty mechanisms such as the United Nations Charter, judicial procedure, international courts, doctrine, and legal scholars) recognize the contexts and conditions that can limit freedom of expression?

  1. Insulting religious beliefs under what title, including violence, apartheid, or racial discrimination, can be discussed and investigated?
  2. What is the responsibility of governments in committing such heinous acts?
  3. How can the precedence of domestic obligations over international laws be interpreted?
